Venice has experimented for years with ways to protect itself from rising seas. A system of mobile barriers, installed at the openings where the lagoon meets the Adriatic, can be raised to hold back unusually high tides. When a dangerous tide is forecast, the hollow gates are filled with air so that they swing upward and form a temporary wall. The project faced long delays and rising costs, and critics questioned whether it would work as promised. Since becoming operational, however, the barriers have on several occasions kept floodwaters out of the historic centre during severe storms.

According to the passage, choose TRUE, FALSE, or NOT GIVEN: Venice's mobile barriers are raised by filling the hollow gates with air.
