In coastal communities where flooding is becoming more frequent, some towns are choosing to give land back to the sea rather than build ever-higher walls. This approach, sometimes called managed retreat, involves moving homes and roads inland and allowing low-lying areas to flood naturally. Salt marshes that form in these spaces absorb storm surges and shelter wildlife. The strategy is controversial, since residents may have to leave properties their families have held for generations. Still, planners argue that retreating in an orderly way now is far less costly than rebuilding repeatedly after disasters.
